Update ChangeLog, set release date

This is an optional check, so we never want it to go interactive if
anything is weird with upstream.

`credential.helper=` prevents credential-manager/browser prompts,
`credential.interactive=false` disables Git credential interaction, and
the `GIT_TERMINAL_PROMPT=0` environment variable blocks terminal
prompting and helps with older Git versions
