Some minor fixes and inconsistencies.
- Per the ASWF [repo best practices
guide](https://tac.aswf.io/project_best_practices_guides/repo.html), the
project's technical charter should NOT be redundantly stored in our
repo, but instead we should just link to the canonical copy that the
ASWF maintains.
- Fix incorrect relaive path to CONTRIBUTING.md.
- Fix leftover "interim" designations from TSC members.
- Remove Lewis Wakeland from the TSC roster (he retired some months
back, but somehow we neglected to remove him from the file)
- Add a link to the Google doc with meeting notes.
- Remove stray reference to a 2024 release.
