Clifford Yapp 1c7c8af7d0 Preserve timestamps for unchanged installed files ...

Avoid rewriting identical installed files during Tcl, Tk, and general
bext installs. Remove the unconditional build stamp so no-op builds do
not trigger a dependent BRL-CAD reconfigure.
