Initialize MSVC build environments reliably and keep Git Bash's link
utility from shadowing the MSVC linker. Route dependency patches
through a portable wrapper, normalize patch paths and line endings,
and split Tcl/Tk patches by platform.

Harden Windows Tcl package builds, install the complete Itk runtime
library, and keep repeated zlib patch steps idempotent.
