Adjust stepcode patches for shannonbooth patch
...
Hit a bug in the shannonbooth path implementation - git formatted
patches take a different write path, which doesn't handle newline output
quite right.
Ironically, patch is the one tool in bext that would be hard to patch.
Adjust stepcode patch files. Update the patch submodule while we're at
it - that doesn't fix the issue (needs a PR to upstream) but in the
meantime this will hopefully work around the limitation

Fix STEPcode patching, make qt build more robust
...
Was missing one stepcode patch, and hit an issue where a stale Qt build
was messing with a new build. Make some adjustments to the CMake logic
to try and be more resilient.

Add STEPcode lazy importer support
...
When Codex GPT 5.6 was working on AP214 import, it wanted some stepcode
changes. For now stashing as patches - will need to upstream this
later.

...
make it a smidge more clear what this macro is doing in the call sites. document it also and detangle the side effect from its core purpose.

Got bitten with winflexbison, so that's a good hint to do what's cleaner
in the first place - treat patch the way we do any other subproject.

Specify LIBDIR is a PATH
...
Per a note in libjpeg's building instructions:
If setting one of these directory variables to a relative path using the
CMake command line, you must specify that the variable is of type `PATH`.
For example:
cmake -G"{generator type}" -DCMAKE_INSTALL_LIBDIR:PATH=lib {source_directory}
Otherwise, CMake will assume that the path is relative to the build directory
rather than the install directory.
